It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 164 marks and from OBC category you have low chance to get seat in private college in UP.

Dear Aspirant, reservation policy is applicable in government quota. Every private medical and dental college 50 per cent of its total seats as government quota seats. The decision on seat reservation of NEET 2021 will benefit nearly 1,500 OBC and 550 EWS candidates. Earlier the NEET-UG reservations for OBC and EWS were provided to central universities. Now, the reservation will be provided to state medical and dental colleges under All India scheme. Candidates must note that the NEET reservation criteria 2021 is directed under reservation guidelines of the Government of India (GOI). In every state, 85% of seats are reserved under State Quota candidates and NEET 2021 reservation criteria for them is decided by the concerned state authorities. NEET Reservation Criteria 2021
As per the latest update, NEET 2021 reservation criteria will be provided to 27% OBC and 10% EWS categories. Out of total seats in all government MBBS/BDS colleges, 15% will be reserved for All India Quota (AIQ) seats. The seats under the 15% AIQ scheme will be allotted through NEET-UG reservation criteria. Earlier, the Supreme Court introduced NEET reservation to 15% seats for SC and 7.5% seats for ST categories. While, the 27% OBC reservation for NEET admissions were implemented in Central universities only. However, it was not extended to AIQ seats of state MBBS and BDS colleges.

As you have mentioned, you have Delhi domicile but are willing to take admission in a private medical college in Bihar- for that you must register for the state counselling of Bihar. Only for admission in deemed medical colleges or government ones, you must register for All India Counselling.
Yes as Bihar is an open state you can apply for private colleges of Bihar being a non domicile candidate.

Only for admission in deemed medical colleges or government ones, you must register for All India Counselling. However, with a score of 400, your chances of getting a private seat is quite low as you do not have Bihar domicile.

As you scored 522 marks which is pretty good score to grab a seat in government college in MBBS course but it's too early to predict is very difficult because every year cut-off marks varies, but according to previous year cut-off marks you have good chances of getting admission in government college if not you will get private medical college definitely.

Every state has 85% reservation for their domicile, thus only 15% is under the all-India quota. So if you want a seat in a government college you can get only through your state domicile or through All-India quota.
