Due to previous cut-off ranks in KCET ,if you got 29000 rank it is not possible to get admission in that college,if you want to get admission in this college you must get the rank below 18000.

ISE and CSE branches do not differ from each other that much.
ISE deals with software whereas CSE deals with software and hardware.
Placements wise, both branches are similar barring a few companies which only allow CSE students to apply.
But, I would suggest you go for CSE in SDM, Dharwad because you can go for Higher Studies in the CSE branch which will help you in getting a better placement.

CSE should always be preferred over IT since it is a more wholesome course and companies tend to choose CS graduates over IT graduates mostly.
Among the colleges you have mentioned , NMAMIT would be the best one to go for. It has better faculty, placements, hostel & food facilities than the rest. The fees would also be lesser. The only thing you need to adjust to is its offbeat location.

The cut-off list for 2019 has not been released yet and it will be decided based on factors like number of students appearing for the exam, number of candidates that applied, difficulty level of exam, previous years'cut-off trends.
Based on the cut-off of 2018, the closing rank for EC branch in SDM College of Engineering was 11052 in Round-1 and 12038 in Round-2. So if you consider the previous year trend then you might not be eligible for this college.
And just being eligible does not ensure your admission into the college, so your rank is too high and you have higher chances of not getting admission here.
There are many good other engineering colleges. Do more research.

The admission procedure for getting admission in colleges in Belgium is entirely different. CET scores and ranks are not required for applying to those colleges. They consider your standard 12 marks/ grades and/or the require you to take a different standardised/ entrance test.
