UKPSC are available from 28th december 2018 , while last day to submit forms were till 17th January 2019. The minimum age is atleast 21 years . The student from OBC category also gets 3 years relaxation and the candidate from SC/ST category gets 5 years relaxation.

Undergraduate - after completing your high school education, you can directly apply to australian universities . The programme is of five or six years duration.
Postgraduate- if you have already received a bachelors degree in medicine, then you are eligible for graduate program. The program are of four years duration.

Study aborad good or bad is depend upon your course and college selection, Your age and dertermination to pursue the course. I have seen cases where students obtain medical degree from China, Philipines, Ukraine, etc. but after completion of their degree they are sitting ideal in India because these countries gave them degrees but not permit them to practice and in India they required to pass the MCI exam which is very tough and the pass percentage is only 10%. Most colleges and universities in Canada offer scholarships at the time of admission for exceptionally meritorious and promising students. Germany has 13 years of schooling instead of 12 years so you have to take admission in studienkolleg there but to get admission there you will have to clear a language German exam & maths exam for which you have to learn German language also.
This course last for 1 year & then you give the final exam. after this you will be certified as an A-student and you will be eligible for joining the course of your choice.
Then you apply in universities based on that exam & 12th marks they give you admission. If you want to avoid this long process then study 1 year in your home country & then next year apply.
