Hello Aspirant. This year, it has been announced that removal of 25% weightage of intermediate marks (IPE marks) will be made effective in TS EAMCET 2021. Thus, 100% weightage will be given to the marks secured by candidates in TS EAMCET 2021 in order to prepare the ranking of candidates. So, this year ranking has been done in a different way. Currently, it is hard to predict the rank which you may acquire by securing 45 marks in total.
However, if you secure 45 out of 160 then 45/160 * 100 = 28.12 (which will be your percentage acquired). As per records, m inimum 25% marks will be required to score in the TS EAMCET examination to qualify it (i.e. 40 marks is required to qualify TS EAMCET exam) and be eligible for participating in the counselling.
Although, securing 45 marks is not enough to get seats at top colleges (private or government) of the state. In order to get admission at top colleges you need to secure 90+ marks in the competitive exam.

You have a good rank. With your rank you should be able to get into The Professor Jayashankar Telangana State Agricultural University as per previous years cut offs. However it also depends on reservation, your state of residence.

Whether you are eligible to get free seat or not depends on the category you belong to. If you belong to general category then you aren't eligible to get free seat. If you belong to SC/ST category with parents' annual income less than Rs. 2 Lakhs then you are eligible to get free seat. As you have not mentioned your category we assume that you belong to general category. Considering the previous year cut off you may not get seat in a decent college with such rank.
