Yes, you can take admission in any DU college using this relaxation. The Delhi University (DU) has decided to implement uniform relaxation criterion — one per cent relief in the cut-off — for female candidates seeking admissions in 26 co-ed colleges for undergraduate courses from this academic session onwards.
Students passing from school from Delhi will not get any reservation in colleges affiliated to the University of Delhi. Delhi University has rejected the proposal of State Government for reservation in admission to students from Delhi in colleges funded by the state government. Presently, the colleges offer 1% to 4 % relaxation to women candidates in the cut-off. There is reservation for reserved category is that is SC/ST/OBC/EWS that is economically weaker section of about 10% in Delhi University. There is reservation for students belonging to army family , Kashmiri migrants etc .
Around 26 colleges including :-

2. Sri Venkateswara College
3. Aryabhatta College
4. Atma Ram Sanatan Dharma College
5. Dr Bhim Rao Ambedkar College
6. Dyal Singh College (morning and evening)
7. Keshav Mahavidyalaya,

9. Ram Lal Anand College
10. PGDAV College (morning and evening)
11. Rajdhani College, Ramanujan College
12. Shivaji College
13. Satyawati College (morning and evening)
14. Zakir Husain Delhi College (morning and evening)
will offer 1% relaxation to women candidates. This relaxation will be applicable in almost all courses. Many of these colleges, including Ramjas, were offering 2% to 3 % relaxation to female candidates till last year.

Yes even if you have taken admission in B.A. hindi honours right now, and later your want to take admission into NCWEB and withdraw admission from hindi honours, you can do so without any problems . You will just have to pay withdrawal fees

If you don't pay the required fees for the course in a particular college within the time limit, then your application will be cancelled for that course and college in that particular cut off. But, in the next cut off you are eligible to apply in any course or college matching your eligibility percentage and criteria. In one cut off, you can apply only once. So, yes you just have to check whether you are eligible for a course or not, and if you are eligible you will match your eligibility percentage to that of cut offs presented by various DU colleges. Once selected, you can apply and also keep in mind the category. For example, if you are a general category student you will have to look for cut off for general category only.

You will have to match your eligibility or suggestive percentage of a particular course to that of a college cut off for that course. Supposedly, you want to take admission in English honours and your best of four percentage for that course is 96% and some colleges are providing that course in 96% then you can choose and apply in one of those colleges. Make sure to check your category and apply accordingly. Also, carefully check the eligibility for every course as in one cut off you can apply in only one college. For example, if you are arts stream student you cannot get admission in BSc. Physics/Chemistry/etc. To calculate your best of four percentage, keeping in mind the deductions is the most important thing. Eligibility:
10+2 from any state of the central board, with a combination of Physic, Chemistry and Bology.
A minimum of 45% marks in 10+2 with PCB combination.

As per Delhi University guidelines, the best of four subjects should have :-
1. One language paper
2. The subject in which your admission is sought. Otherwise, 2.5% will be deducted from your aggregate best of four marks. In your case, you have opted for political science but you have completed your 12th with Maths. Therefore, 2.5% will be deducted.
3. Any other 2 subjects (like Maths, Computer Science, Physical Education, etc)
So altogether, 2.5% will be deducted.
