Caste certificate is required at the time of document verification. So if you applied under any any reserved category then you must produce your valid certificate at the time of Document verification/Interview. Usually, a caste certificate remains valid for the entire life of the individual. However, in some states, the validity is restricted to certain time duration, i.e. 3 years. The individuals who receive the caste certificate can see its validity mentioned on the certificate itself. So language does not matters it must be valid.

No, with your date of birth you are not eligible for UPSC 2021 .
This is because,
To be eligible for UPSC civil services examination one needs to be at least 21 years old as on 1st August 2021 but with your date of birth on 7th july 2003 you fail to fulfil this criteria as you will be only 18 years old only as on 1st August 2021 .
With your date of birth you will be eligible for UPSC 2024 examination .

UPSC examination is a civil service examination in India. If you crack this examination you will be become IPS, IAS, IFS , IRS etc actually so many government position will be required from this examination.
This examination conducted by two phases one is preliminary and 2nd is mains. After clear both phase you have to clear the interview round and then you are selected. After selecting your training period is continuing for 2 years and then you are getting your job as government service officer. And during training period you also get paid from government because this time you are also a government trainee officer.
So many subjects you have to study for crack this examination like economics, law, anthropology, sociology, history, medical science, public administration, psychology, geology, commerce and accountancy, agriculture, philosophy, civil engineering, mechanical engineering, animal husbandry, current affairs etc.
For age limit candidate must be 21 years old and not less than that and upper age will be 32 years old. You have to complete your graduation degree minimum. This is the main eligibility criteria for UPSC examination.

No, syllabus do not change every year in UPSC. UPSC has a very vast syllabus. It is said that every thing under the Sun is its syllabus. Actually its the pattern which changes every year. Since 2011 there no change in syllabus of UPSC CSE, only change is Prelims paper 2 was made qualified in 2014. UPSC changes it's way of asking questions and follows different pattern every year. UPSC , UNION PUBLIC SERVICE COMMISSION, is India' s premier central recruiting agency for public servants. It is responsible for appointments to and exam for All India services and group A , group B posts under civil service cadre and defence service cadre if central government.
Science field is for Medical and Engineering professionals. To become a doctor or engineer you must have your maths ( for engineering ) and science ( specially biology for medical ) subjects. very strong.
You will have to appear for entrance exam for both streams. But the thing is what you really want, There is huge difference in x science and xii science. Day today , competition in every field is getting tough.

Yes, you can get admission into Engineering in NDA after passing 12th Standard with PCM subjects. The selection is based on Written Examination, Medical Test, and then Personal Interview. NDA is organised by UPSC. It is a national level entrance exam which is held every year.
The exam is conducted for admission to Army, Navy and Air Force wings of NDA and Indian Naval Academy Course (INAC). Every year UPSC conducts NDA & NA Exam twice and consists of Written Exam and SSB Interview.

You have studied in Mumbai University and your schooling is in Mumbai as a General category student but you have mentioned that your parents belongs to OBC category,you are in a fix to which category you will apply for UPSC. If your parents belongs to OBC creamy layer then no reservation is entitled to the candidates for any kind of job and education.
Creamy layer OBC candidate is treated as General category candidate. If parents annual income is excess of rs 800000 this obc candidate treated as general category candidate.
So you will apply for UPSC exam as a General candidate.

As you mentioned you are pursuing Petroleum engineering, I would suggest you to write GATE exam as it is related to your domain. And you can grab a PSU if score good marks. You can have two attempts to write the exam, one in third year and next in the final year.
