Member States form MAB National Committees to achieve maximum national participation in programs worldwide through significant national implementation. MAB is currently governed by 158 National Commissions comprising 195 UNESCO Member States and 9 Associate Member States.

The International Steering Committee, the main administrator of the MAB program, sets the agenda. The MAB Committee is composed of no more than 34 members elected by a General Assembly organised by UNESCO. The Commission elects one Chairman and five Vice-Chairs from among the various geopolitical members of UNESCO, one of whom is the Rapporteur.
