The cutoff ranges different for different branches as you didn't mentioned any branch I would give an example of Chemical engineering. As you said that you are from OBC category the cutoff ranges for gender neutral is 1100 and for females it is 2363.

If we see the situation and courts decisions then there is almost no chance for postponement of jee mains 2020 exam now .
So it will be better if candidates starts preparations for this exam now.

It is quite difficult to get government seat with this rank in veterinary course as last year the closing rank was around 2200-2500. If you have had 10k rank, it would have been still possible.
