There has been no official announcement from NTA as to when would the admit cards would be released. And the hearing hasn't been scheduled for the 17th either. It is likely to be taken up on the 17th. So these things are hypothetical. And regarding the admit cards being released,

According to previous cut-offs of general category, you can get admission in IP University in Mass Communication if you get around 7000 rank.

General category 2018 Cut-off Rank:- 6900

General category 2019 Cut-off Rank:- 8600

So based on previous record you may get admission in IP University.
