what happen if I do not submit the test before the time in case of jee.

I would like to inform you that if you don't submit the test on time, the system will automatically save all your responses and all your answers will be automatically submitted at the end of the exam timing. So you don't need to be worried about the submission.

I got compartment in one subject this year (2020) but also received my neet admit card. However anywhere i consult i am told that i am not eligible for neet. Can someone explain weather the thing is i CAN give neet even with compartment but unless i clear it i am not eligible for admissions

You can appear in NEET examination as your result is not checked in examination centre so it doesn't matter even if you have failed in your 12th board examination, now that admit card has been released for you ,you can appear in NEET examination
