If you've applied to a college and now you don't want to take admission there, then you can simply cancel your application. In this case, your whole application will not get rejected, only the application for the college that you've applied for will get rejected.

So as per your question, it seems that you were eligible to get admission in a college in the first cut off itself but you didn't choose to take admission there. And now you want to take admission in the same college but in the next cut off.
In the official website of MITS college there is no specification regarding fee reimbursement or scholarship.
So my opinion will be if you know someone who is a passed out student or a studying in MITS college , do ask him because in some colleges there are some special provisions
