If it is your SC rank, you will not get admission in any decent college with CSE.

However if it is your General rank, you will definitely get admission in any college maybve even JNTU but

For CSE, Bangalore is better than Chennai. Reason: Generally most of the MNC's which come for recruitment are based in Bangalore and have there campuses in bangalore which are bigger than the campuses in other cities.
