For private colleges and deemed colleges, Without domicile you will be eligible only for open seats to all under private institutions. You just need to fill the specific application form for couselling and set the prefernce order for opting the colleges. during rounds you'd be alloted seats fill pass

IIT Bhubaneshwar is better in campus as compare to IIT Hyderabad. But the placements are better in IIT Hyderabad. IIT Hyderabad is the best among the new IITs in India.

The seats were filled by KCET results before but from 2017 onwards seats are filled according to NEET results.
Basically the cut off will depend on the your domicile, if you are from karnataka , they have few government seats in private colleges at fees of 60k-1 lakh per annum.
