Hello Aspirant,
JoSAA follows top to bottom approach, that is your first preference is checked first then second, then third wherever a seat is available that seat is fixed without checking the bottom options. If you want to go for lower branches then you should place them first in order of preference.
I would suggest you to place your first preference first,as per this approach don't get the wrong idea that first preferences of every students is checked then second preference and so on.First rank wise a student is selected his preferences are checked then alloted and then they move on to next student.
Regards

I hope it helps.
The NEET cut off for the General Category student is the 50th Percentile which is expected to range from 710 - 140 marks this year. And, for the SC, ST and OBC category students it is the 40th Percentile which is expected to fall in the range of 120-100 marks the current year.
If compared to last year and as your category is not mentioned then considering you as a general category student to be honest to get a government MBBS seat would be difficult. The chances to get into private colleges with these marks also seems to be very less.
For predicting college you can use the following link
I believe at a EWS Rank of 28k besides having Home State Advantage you might have bleak chances in securing a seat in NIT Silchar in CSAB. However do apply for the process and keep an eye on the Counselling Procedure and Dates. For more information do follow the link below

The admission in Paramedical courses do not depend on the NEET score. It is usually based on class 12 marks. Some of the states and colleges conduct entrance exams for the admission in the paramedical courses. NEET is not mandatory for paramedical courses.
