To apply for the Tuition Fee Waiver Scheme (TFWS), you must opt for it during the centralised admission and counselling process for your respective state.
TFWS is a supernumerary quota (5% extra seats) for meritorious students whose annual family income is below Rs 8 lakh.
TFWS Application Process
I am assuming that its for Maharashtra. Then you will have to indicate TFWS while fillin the application form of the state admissions/ counselling. Also you need to have an income certificate from the authorities stating that annual income is less than 8 lakhs from all sources.
