For B.tech first year colleges are generally start in August - September month. After entrance exams like IIT JEE MAINS, IIT JEE ADVANCED and other state wise entrance exams are finish then based on merit addmission process is going on and engineering colleges are starts in August - September for every academic year.you will check regularly for updates regarding to the college starting date.

Your best chance is go for lower and self financed institutions for getting into your desired branch of EEE.
