In my degree certificate year is 2025 and in marksheet year is 2024. .So which passing year I should fill in ssc cgl form.

In the SSC CGL form, you should generally fill the passing year as the year mentioned on your final degree/provisional degree completion, so in your case, most likely 2025.

The marksheet year can sometimes be earlier because exams/results were completed before the degree was officially awarded. SSC mainly considers
