You have not mentioned about the subject in which you have done diploma. If you have done diploma in the field of engineering, then via lateral entry , you can be admitted directly I to the second year of the specialization in which you have completed your diploma course.

If you are a other state student, then you cannot apply for lateral entry in college of engineering pune. Because for lateral entry the seat are totally reserved for maharashtra candidates. But if you apply for 4 year ug degree then 15% of the dewata would be reserved
