The dates for NEET PG MDS Counseling are not out yet.
The Counseling will be conducted by the Karnataka Examination Authority or KEA.
Once the Counseling process starts the candidates will have to register for the Counseling in order to participate for admission to MDS seats in Karnataka.

In orrder to leave your previous college, you'll need to pay the bond money first.
Y9uu are required to submit an affidavit that states, if you'll leave this seat you are supposed o pay certain bond amount to the college/University as a compensation for leaving your seat.

Bachelor of Physiotherapy (BPT) course is offered by AIIMS. The selection of candidates for this course is done through CET exam.
Candidates are allotted seats on the basis of merit. This course is of 4 years duration and 6 minths of compulsory clinical internship.

no, you will not be allowed in the exam because as per the NEET guidelines, you are only eligible if you have passed class 12 with PCB as your subject. if you have failed I'm afraid that your registration will be canceled.
