Yes syllabus for all the above mentioned exam is same. 11+12 physics chemistry biology. So neet preparation is enough for icar and other exams. ICAR is a separate exam for agriculture university admissions. But many state level colleges give admission to bsc agriculture based on neet mark. ICAR
