No, a second-year student is not eligible to apply for UPSI. The basic eligibility to apply for this post is that you must have passed a bachelor's degree from a recognized university or you can also apply if you are in the third year of graduation. You must lie between the age of 21 to 28. There are other physical requirements that you need to be filled before appearing for this exam.

For applying for the post of upsc police form you should be of 21 years at the time of registration with the graduation degree in hand. So in 2nd year you are not eligible to apply fir upsc police exam. Don't worry you can prepare for it in these years.
