Yes, you can change your branch after 1 year if are pass in all the subjects and you have secured good marks.
It also vary colleges to colleges. So, you can confirm it once you take admission in college.

Generally it is allowed but the cut off is very high. Also, it varies college to college so it would better to talk to the college authority to check what criteria they follow for the same.
