Can I get admission through 12 th marks boards (only) in university or government clg??? If yes what's minimum requirement.

Well,yes you can secure admission in so many government and private universities or colleges on the basis of your 12th marks from a recognized board.
There are universities like '' The University of Delhi",'Mumbai University'' ;"Calcutta University" besides several more where admissions are directly through your boards marks for most of the colleges. There are few courses,for,entrance exam is mandatory. Since,these colleges offer admission on the basis of your 12th marks,the competition id generally tough. The cutoff goes as high as 98 percent in the first cutoff list. However,it may differ for different courses. Different universities and colleges have different set of rules for admission.

Dear student, you have not specified your field of study. If you wish to get a government college on the basis of merit only, you can only get if you wish to pursue arts or commerce in universities like Delhi University. For science courses, BTech requires JEE mains entrance exam while BSc admissions are done on the basis of merit. You need to score over 90% in class 12th to get government colleges on the basis of merit.
