Can I get arts seat in 12 th I have got 40 percentage on 10 I am obc category and I have scout certificate too

Securing 40% is very low score and unfortunately there wont be amy college that will offer you admission with this low score regardless of your category. I suggest should give an improvement exam and increase you percentage to able to get a college.
