I am a non med student and i am from kashmir should i go for engeenering or change subjects to arts......

Hello aspirant,
As per your question i do understand your state of mind.
In your question above you have mentiomed subjects that are pole apart from each other.
Not every one can crack NEET or wants to persue a carrier in medical.
However, you have left your options open for engineering and arts.
I am assuming you had PCMB in 11+1.
It is not about what is better from others point.
Choose what you think is better for you.
Both engineering and arts have scope in their own ways.
If you are interested in theoritical subjects then opt for arts.
If for logical, reasoning, hardwork (more/alot) then go for engineering.
