Yes, You're eligible to take admission in your above mentioned college as the college is an English medium college. It doesn't matters whether you know Punjabi or not.
You'll definitely find some locals over there conversing in Punjabi but you won't face any difficulty in terms of education even if you don't know Punjabi language.
