I failed in 12th exam last year so i gave this year exam as private student but i didn't got TC Can i take admssn in college without tc?

You can get admission in any college without TC but that admission is provisional. You have to assure the college administration that you will produce the document within a couple of weeks or in the time allotted by the college administration. So you should contact your school for the TC because this is a very important document. However, you can be allowed some time by the college administration to produce the document.
However, maybe some colleges will not provide this service to you so I would suggest you should contact your school administration and get your TC prepared before you start the admission procedure of the colleges.

No, you cannot. All colleges which have a proper recognition would ask for a transfer certificate during the time of admission. If you fail to provide that, they might reject your application for admission, even though you'd have cleared the merit lists.
