I have a severe Stammering Problem. Can I apply for PWD Certificate? Anyone Please tell me. Har Har Mahadev.

Hi.
In India stammering is assessed under speech and language disabilities in the Rights of Persons with Disability Act (RPWD) 2016. If the person’s stammering is certified as 40% then he/she can apply for disability certificate.

Sharp 40% or Below 40% or Above 40%?
In Somewhere found that if-
Below 40%- You are Eligible for MBBS. But, Not Eligible for PWD Quota.
And if 40% or Above- You are Eligible for PWD Quota. But, Not Eligible for MBBS.
Please clear this confusion also.🙏😊
