I have failed in math in 10+2 level.can I get chemistry honours on any college?

No you won't get chemistry Hons any of the good Universities because they require pass and even good percentage in English and pcm subjects.
Better you clear the exam and then apply in next year.

First you have to clear maths examination......then only you can do graduation
