I made payment through debit card... money got cut but the payment is showing incomplete... what to do??

By what I understand from your issue, this discrepancy might arise due to some technical glitch on the respective website where you made the payment. I suggest you wait it out for a period of 24 hours and check again to see if the payment status has been duly updated.
The other scenario to this situation might be that at that particular point of time when you were trying to make the payment, the link to the payment portal of the website got haywire in which case the money got deducted but the status remained the same. If this is the scenario then wait for 24 hours to rule out the first case and then write a formal letter or send a formal mail to the concerned authority addressing your issue duly backed up by evidence such as the deduction screenshot, etc and request them to expedite for a solution.
