There are so many things you can do.
When there is life, there is hope.
1) Join any engineering college (near to home preferably) which doesn't have high academic stress.
2) Choose branch such that you should cope up with it without giving much room.(Non circuit branches would be my preference)
3)Plan a daily schedule for yourself and prepare for JEE.
4)Give mocks this time.
5)Refrain from whatever deviates you from your goal.
6)Whenever you feel like giving up, remember now you.
7)Whenever you feel low, listen to some music or consult someone dear to you and roll over again.
8)Give JEE another shot as 60 is never enough for you to get you a govt. college.
Hope, this helps you.

With 60 Marks, it is very difficult to get admission in any government College.
However, if you belong to ST or PwD Category then there are chances that you can get admission in any government College. But with this marks, it is very difficult to get IIT or NITs.
Good Luck.
