My GATE 2019 score is 389 and rank is 1249 in General category for IN. Can u refer any college for M.Tech (any specialization)

Your score and rank aren't enough to get admission in any of the IITs, NITs or CFTIs, and your category doesn't help at all. In fact, the last cutoffs for the aforementioned institutes are 800 at best, and 900 at worst. Generally, it doesn't drop below that and when it does it is due to several factors like difficulty of the exam, the number of candidates appearing for the exam, and so on.
The minimum qualifying marks of GATE 2019 are mentioned below category-wise:
- General: 39.6
- OBC: 35.6
- SC/ST/PWD: 26.4
Every year the qualification marks also vary because of the same factors that I briefly mentioned before. Regardless to say, you've cleared the exam by clearly scoring above the minimum qualifying marks, but that doesn't make you any more eligible to get admission into the institutes.
In order to have even slightest chance at admission in any of the mentioned institutions, one must have AIR:
- General: <600 (against your 1242, you are behind over 600 people)
- OBC: <700
- SC/ST/PWD: <1000 (upper limit)
Centralized colleges like DU have cutoffs that are similar to NITs and IITs, so admission into CFTIs is also out of the scope.
Most states offering M.Tech courses offer the preference of admissions to GATE qualified candidates or allot a certain percentage of seats. So if a state university or institute is offering the M.Tech course that you are interested in, you could opt for that too. You can look up these GATE accepting government colleges and see if you have a chance after the cutoffs get released.

- Jamia Millia Islamia, Delhi
- Andhra University College of Engineering, Visakhapatnam
- Dayananda Sagar College of Engineering, Bangalore
Many private universities do take the GATE scores into consideration. While some offer direct admissions, some take the GATE Scores into account while computing their result and admission criteria. You might stand good chances at the following private colleges:
- SRM, Chennai
- BMS College of Engineering, Bangalore
- GEC, Coimbatore
- Anna University, Chennai
- VIT, Pune
- PSG Tech, Coimbatore
All the above colleges are well-reputed and are popular options for the in-state candidates. There may/may not be any additional criteria set by the institutions (usually they have), but it is very likely that your graduation percentage will carry a good weight in the admission process. Some colleges may give seat with external support/recommendation and/or through management also.
