As a student, for video editing any laptop with a dedicated graphics card and 8gb ram would be sufficient. At your budget you have many options available. From my personal experience I would suggest you to go for ASUS TUF series laptop. You will get GTX 1050ti with 256gb ssd. That would be more than enough.
You can also go for DELL series laptop but in the 60-80k range, they gave medicore laptops.
Keep an eye on sales online as they will give you good discount.
