The category rank is considered for the reserved categories : OBC/SC/ST. For UR, the All India Rank is considered.

I have two rank one is EWS rank and other one is All India rank which rank is considered to take admission in college?

If you are eligible for EWS quota , most probably EWS rank should be considered . As this is being implement from the current year itself it's difficult to tell exactly the process.But The benefit of reservation under EWS can be availed upon production of an "Income and Asset Certificate" issued by a Competent Authority (an officer not below the Tehsildar in the States/UTs).
I have made the EWS certificate so it will help me in the admission?
mam i got 29176 as category rank and i from SC category so i should enter my category rank for counselling
