It depends on which country you wish to apply for. If you are applying for USA, then shortlist the universities based on your personal prefernces and see if they accept students on the basis of GRE, if that is a prerequisite in your college of choice then you must first take the GRE test and then TOEFL/IELTS. There are colleges which do not require GRE in that case you should first appear for IELTS/TOEFL. In other coubtries for example Cannada, Australia, United Kingdom, IELTS is the only requirement.

Once you have decided on the university and have gone through their criteria of selection and prerequisites, start collecting transcripts of your bachelor's degree course, letters of recommendation, and other documents. A list of all these will be available on the university website. So the first step is take the test (GRE/IELTS/TOEFL) and then start collecting documents.

the very first step to apply for MS is to decide the field in which you are interested in. then gather the info regarding that field and projects going on that field .. then which college is better , more than that suitable country..
