First let us know which college you are talking about.I have also seen that many colleges of West Bengal are not included in the WB-JEE counselling, maybe because of some reasons.

I would like to inform you that during Wbjee counselling , if once you get a seat in first round , and if you want to proceed furthur in other counseeling rounds, you seat won't be vacated unless you get another seat in furthur rounds. To sum up,

You may not get cse in Jadavpur in the first 3 rounds. You will get ece in the 3 rounds. You can get cse in kalyani government engineering college in the first round only. You will get cse in Jadavpur university in the mop up or decentralized round. 

Hello Dolina, Jalpaiguri Government Engineering college accepts a very low rank in CSE depertment. So I think it will be difficult for you to get into JGEC if your SC rank is around 2500. But don't lose hope wait for further councellinng. If you can't make it out try some

Your rank is not good enough to get a seat in government engineering colleges. If you want to go for cse then you can go to iem, heritage or techno india. The placements in iem is very good for cse students. It's better than narula institute of technology 

Your rank is good enough to get a seat in kalyani government engineering college with streams like ece, electrical, mechanical engineering. You can also get cse in Jalpaiguri Government Engineering College in the 3 rounds. You have a chance of getting cse in kalyani in Decentralized round
