Kalyani Govt college, Baharampur govt college, Siliguri college may be possible but depends on stream. If you stick to some main stream which is evergreen and popular geeting a seat in govt college may be tough. 

But within 10000 rank you may get good colleges in Kolkata, Haldia, Durgapur and

Shubham within rank 2000 only can get good govt college and choice of your stream. 

If you are not confident this year than try for next year WBJEE and score within 1500-2000 rank to get college and stream of your choice. 

6000 to 8000 rank is tough to get good

Previous year I have scored 63 in wbjee & got a rank around 5.2K. I got Kalyani Govt. Engineering College IT dept. in Mop Up round. I think now you can get a clear view about where you are standing.
