i just checked the previous cutoffs and under kalyani government college for electronic and communication branch the cutoff was 22712. i would say, the chances are slim but you can try but the probability doesnt look very high.

i checked and last year's and previous cutoffs- 2018 2017 for mechanical end around 7000 even after 3 rounds for Jadavpur University. so i think your rank of 11855 will have a very little chance.
