Through neet for 85% seat quota, one need to show the domicile of that state. That means you need to make the domicle where you live permanently that is odisha. So, you will fill the domicile as odisha and not rajasthan.

There are few States which offer Institutional quota which means they offer State Quota for those Candidates who have completed their 10th and 12th in their State. Now Rajasthan doesn't fall under this Category. To claim or to be eligible for Rajasthan State domicile, you should have been a resident or either of your parents should have been permanent residents of Rajasthan or atleast resided in Rajasthan for 10 years. The other conditions is that even if you have studied in Rajasthan for 5 years, you are eligible for their domicile. In your case, you are only eligible for Odisha State domicile. You need to apply for Odisha 85% State Quota. You need to contact your local Tehsildar for domicile certificate.
Unfortunately, you cannot change your Category in the NEET PG application. You will have to re-register with a new Email Id and Mobile no#. You will have to fill in the details again and make a new payment altogether. NBE has disallowed corrections in the basic fields like Name, Gender, Date of Birth, Nationality, Photograph, Signature, Email Id, Mobile No# and Category.
If you haven't attended the 1st counselling you will not be able to attend the second councelling. The people who attend both first and second counselling will be getting chance to choose either of both the colleges the colleges you were been alloted

If you have joined and then quit the college, it is unlikely that you will get a refund. Refund is for those candidates who paid the security deposit but haven't been allotted any seat even after all the rounds of Counselling. But if it is a free exit is what you chose, then you should be eligible for a refund. MCC has released the refunds for the eligible Candidates already. The list has been updated on their official website at:

A candidate belonging to reserved category must provide a caste certificate issued by the competent authority in the prescribed format by the Government of India.As long as you have a valid certificate you don't need to worry.If your present caste certificate is in correct order then you are good to carry it.And yes, you can provide your caste certificate at the time of JEE main counselling.
