Yes of course you are allowed to sit for Round 2 under state quota counselling for Maharashtra even if you have not been allotted any seat in Round 1. As we know that state quota counselling for Maharashtra is conducted by Directorate of Medical Education and Research (DMER),

According to the official prospectus available at http://bfuhs.ac.in/PMET20Online/Prospectus1.pdf.  those Candidates who have not been allotted a seat in Round 1 can participate in Round 2 of Counselling. Those Candidates who also want to upgrade or change their allotted seat also can participate in Round 2 of State Counselling. For a
