Yes, you can upload digilocker certificates during registration and in CSAB counselling. However you should call helpline number or mail them for a reply and confirm with them too for once.

Since you haven't told about if you have some category reservation or not so ia am assuming you are a general category candidate so according to your rank you have no chance in UVCE till the last round because last year (2019) the last candidate got seat has rank
