Now for your question the answer is no. You cannot change your category  in any round as you have already completed all procedure with open category. Most importantly any category like SC/ST/OBC

If you have a domicile certificate of Bihar state only, then you can only apply in Bihar for state counselling. You cannot participate in other state's counselling rounds as domicile certificate of the state you are applying for is a MUST. However, you can apply in other states

You need to submit both of your marksheets for the UPSEE Counselling process. Your improvement marksheet will only contain the subjects for which you have appeared as an improvement. While your previous marksheet will contain the leftover subjects for which you have not appeared as an improvement.
