As per the OJEE guidelines,the candidate has to submit the counseling/application fees, by paying Rs.1000 /- by online mode (Facility available in user login) and taking the print out of the transaction.
The fees after payment is not refundable .

Hello candidate, the neet cut off is based on the various factors and is changed every year based on the performance of the students. The number of seats is also changed every year. The AIQ is declared first and then your state rank is decided on the score you get. If you will take the seat if you get in your state, you will be under 85% state quota. If you will apply for AIQ seats, another state will have it's own criteria for allotment of college. That is based on the college merit list and category and state you choose.

As you have not mentioned yourself OBC in the form, your councelling will now done in the open category and you will not be eligible for the OBC relaxations given to the OBC candidates. Your candidature will not be cancelled and you can sit in the councelling as a general candidate.

Anna University conducts Tamil Nadu Engineering Admissions (TNEA) for undergraduate admissions in engineering and technology programs for the colleges located in the state of Tamil Nadu.
On account of Covid19 pendemic, the authorities have decided to conduct certificate verification, special counselling for differently abled and supplementary counselling in online mode. TNEA 2020 application form has been released on the official website. The last date to submit the application form was August 16. However, candidates can upload documents till August 20.

There is 5 major reservation categories considered in all India counselling process. They are general, SC, ST, OBC-NCL and PwD.
if you belong to any of these category then you can use your categorical rank for admission.
With your JEE mains rank you can get NIT campus and IIIT campus too. they are top engineering campus after IIT. You have high probability to get top demanding branch like CSE and ECE.

PCM/B score only makes you eligible for an entrance exam or for a college. Admission is given on the basis of cutoff. if your rank/score satisfy the cutoff then you will get a college option in the counselling process.
JEE main entrance exam candidates have to participate in Jossa counselling process for admission. if you have appeared TNEA then you can go through counselling on the basis of TNEA score.
considering your jee main percentile, there is only possibility to get private institute for admission. Choose for best private institute in your residential state apply for it. your categorical rank + home state quota will surely make you elgible for one campus.

In India,w e have Government Medical Colleges, Private Medical Colleges and Deemed/Central Universities. And admission to these Institutions is conducted through All India Counselling and State Counselling. Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. And for appearing for State Counselling you need to hold the domicile of that particular State. Or else the only other option is through Management Quota. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. The 85% State Quota and Private Colleges are filled by the respective State Authorities. And there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats. B Category seats are also called Management Quota Seats and they are filled through State Counselling and the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. Here the fees is usually nothing less than 40 lakhs. The last Category is NRI seats Category and you cannot apply for that.
Now for both All India Counselling and State Counselling, you should register once the NEET merit list has been released. There will be Round 1, Round 2 and Mop up Round for Counselling. You need to register for Counselling. So the steps are:

Yes,the admission fees will be refunded if you are not interested in that college. They will take the counselling fees(as mentioned in your question) and rest everything will be returned.You might have to give a application for your withdraw to the Director Admissions of that respective college.
