You can change it at that time , update the form and get it with you in the counselling procedure.

According to the category and rank you have mentioned in the question you have higher chances of getting CSE into IIIT Delhi as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs

The NEST cutoff is decided based on number of seats available, number of people applying , previous year cutoff trends, difficulty level of the exam etc. Based on 2019 cutoffs the NISER cutoff for general category was 800. Hence , your possibility for a seat seems low. However
