NCERT declared stage 2 cutoff marks in the form of a pdf file which consists of category wise marks. The stage 2 cutoff marks do not vary as per the states. This year cutoff marks are expected to decrease due to increment in the number of scholarships.

As per as your marks you have low chancea for getting qualified for NTSE because according to previous years trend of cutoff was around 130-140 for general. There is no separate cutoff for OBC.
