As far as the closing rank of Chemical Engineering at IIT Bombay is concerned,

as per last year data, Chemical Engineering in IIT Bombay closed at exactly 1721 for GENERAL CATEGORY. This is the correct and exact number.

Your Percentile is too low.With this Percentile you won't get government engineering college.You need at least 96 percentile under general category to fetch NIT.Cuttoff percentile under general category is 89.78 .Look for other engineering entrance examination.

The fee concession is mostly effective until first 2000 ranks. After that there is no great waiver of fee. 

The probability of securing seat also depends on category, locality. But in general there are few chances to secure seat which will be very tough situation.
