The cutoff for JEE Main 2019 has not yet been announced. The cutoff will be announced along with the April Mains Result on or before 30th April,2019. Till then you can go through the previous year cutoffs in the following article:-

As per previous year cutoff, i.e. 2018, you cannot get CSE with Other State Quota. But if you consider Home state quota, then these were the options: NIT Puducherry, Meghalaya, Agartala, Arunachal Pradesh, Sikkim, Manipur and Mizoram.

With your mentioned rank it is highly unlikely for you to get into NITs or IIITs or gfti. You could still apply for the josaa counselling process and try your luck. But I would suggest you to try for state level engineering colleges which accept JEE main scores.
