Well i would like to tell you that for jipmer the eligibility criteria needs you to secure a min 50% marks ur 12th or equivalent exam in the following subjects:Chemistry, physics, biology/biotechnology and english.

As long as you meet this criteria you are good to go for the jipmer

Yes you are copletely elligible for admissions to both of them but still getting admission in the university of delhi for pursuing Bachelors in arts would be a bit difficult because of the high cutoffs of the colleges of the university . You can appear for entrance examinations
