73 pecentile in jee main is upto mark score. By this percentile you may be having general rank around 260000 and obc rank 90000. So it seems you have low chances of getting seat in NITs,IIITs and GFTIs. But for sastra university it has two mode for admission

if you have bihar residence certificate than you can get state quota seat. for any state quota seat you must have that state residence certificate this is the eligibility to get this quota. if you fulfil this eligibility than you will get bihar quota certificate in the neet examination.

Yes, you are eligible for IISC 2019 UG course via the JEE main route

According to their eligibility criteria students must have scored atleast 60% in their class 12th and you must be eligible by your age limit.

No you can not take admission .

The eligibility criteria for admission is :

Minimum 75%marks in 12 and also in each PCM subject for general and OBC category

And it is 65%for SC/ST 

or if you are in top 20 percentile.
