Well i think that no you cannot take admission in 10th cut off seats are not vaccant and you are eligible in 9th cut off. Because in this case they will not provide you admission and they will say that why you did not took admission 9th cut

The eligibility criteria for joing NDRI are :
50% marks in aggregate in Physics, Chemistry and Mathematics / Biology / Agriculture by General, OBC and UPS categories and 40% for SC/ST, PH in the 12th Standard Examination.
